The issues of personnel work and attracting personnel to city institutions
and enterprises were discussed today at the 34th session of the City
Duma. Bulat Aleyev, the head of the staff of the Kazan Executive Committee,
informed the deputies about this work at the Executive Committee.
«We are living in a time of significant transformation in the labor market.
Currently, we have an exceptionally low unemployment rate of 0.2%, but for a
market-based economy, this should not be a source of pride. The issue lies in
the fact that all sectors of the municipal and regional economy are facing a
severe shortage of workers», – said Ilsur Metshin, the Mayor of Kazan.
According to the head of the city, it is necessary to compensate low
salaries with social guarantees by concluding collective labor agreements
between the management of enterprises and employees.
Bulat Aleyev reminded that Russian President Vladimir Putin launched the
Personnel national project to provide the country's economy with professionals.
Such work began at the Executive Committee of Kazan three years ago on behalf
of the Mayor.
In 2022, the Kazan Mayor’s
Office launched their own pages on the digital platforms «Work in Russia» and
HeadHunter. Over the past three years, more than 57 thousand responses have
been received. Today, more than 60% of new employees apply for vacancies via
the HeadHunter platform.
«We would like to thank
HeadHunter for their efforts and for the opportunity we have to work together.
A salary alone is not enough, people need respect and confidence in their work.
They need to feel that they are part of the success of the company and the team»,
– said the mayor.
Bulat Aleyev noted that
well-organized work with young people also contributes to attracting staff, so
the cooperation with Kazan universities and professional institutions was started.
Every year, more than 500
students come for internships at the Mayor's Office. A digital assistant was
created for them. Approximately 25 graduates join the team each year.
It is essential to start
training future employees from school. Currently, various specialized classes
have been successfully introduced at the Kazan schools.
Corporate culture plays a
significant role in creating a comfortable working environment. According to
established international standards, the engagement level among employees in
the
Mayor's office is 73%, which can be considered a high level of involvement.
Employees can track their
progress and accomplishments through the Pulse digital platform. Virtual
employee profiles allow managers to set tasks and track the performance.
Bulat Aleyev noted that in
the near future the accumulated management experience will be formalized into a
unified personnel policy of the city. Joint work has already been implemented
to recruit drivers and those employees for urban enterprises in the winter
season.
«Kazan will be among the
leaders and the best place for work and business. We will pay systematic
attention to this, pay great attention to personnel and their education, and do
everything to ensure the best employees to work in Kazan», – the Mayor
concluded.
